The NIS 2 Directive was designed to address changes in the threat landscape, taking into account the increased dependence on network and information systems following the coronavirus pandemic and the adoption of new technologies, such as 5G. The pandemic showed the need to improve cyber resilience for operators of essential services such as healthcare and energy. EU cybersecurity funding has increased in the 2021-2027 programming period to help fill the investment gap, with instruments such as Horizon Europe, the Digital Europe Programme, the European Defence Fund, and the EU Recovery and Resilience Facility. The EU objective is to reach up to €4.5 billion of combined investment, with a high priority placed on investment in SMEs under the recently established Cybersecurity Competence Centre and Network of National Coordination Centres.
